The French Health Minister said it was too early to say whether the reported massacre was the result of a network breakdown that disrupted the emergency number.

The end of Wednesday left people unable to get help for hours.

Health Minister Olivier Véran said three or four registered nationals had died across the country, but added that "it was too early to reach conclusions".

He promised a "full report on the human consequences" of the fund's termination.

Stéphane Richard, CEO of Orange, said he had met with government officials and the situation was "stabilized".

"The Orange team apologizes to those affected in recent hours," he said on twitter.

French government sources sent some emergency numbers online after the crisis began.

Network problems started at 6pm local time (16:00 GMT) on Wednesday.

Dr François Braun, president of emergency services Sam-Urgences, told BFM television station that "one-third of calls, one in two depending on location, will not be disconnected".

Problems arose across the country but were worse in Paris and the Hauts-de-France districts in the north and in Grand-Est (east), he said.

The cause of the problems is not yet clear.

Orange told AFP news agency that a "technical incident on the router" had disrupted internet-related calls in some regions, and Mr Richard told TF1 that it was not the result of the attack, but said it could be "software failure".

On Thursday morning Mr Darmanin criticized "extreme inefficiency and unacceptable".

In a press conference he said a man in the Morbihan region in northwestern France was reported dead after failing to call paramedics.

While it is not clear if the death was caused by a power outage, "no doubt people told us they had tried to call several times and were unable to find the operator immediately," he said.

Two people with heart disease in the overseas department in Réunion have also been reported dead.

President Emmanuel Macron said he was "deeply concerned" about the situation.

Orange France head Fabienne Dulac wrote on Twitter that their teams are still monitoring the situation and are "fully integrated to ensure a return to normalcy".

In 2019 the Netherlands experienced a major telephone strike years ago, when a total of 112 paramedics were issued nationwide. Authorities advise people to go straight to hospitals, or to the police and fire stations if they need emergency care.
